All these "best places" blogs are by parties with a vested interest.
Any intelligent and/or open-minded person knows that there is no such thing as a universal "best place" for anything. To say that would be akin to say "best person to marry". One person's bliss might be another's nightmare...
It's still #2 (after Mexico) on IL's latest annual list.
None of these many "best places..." lists are even remotely objective.
For many people, low cost of living or warm weather are not the two most important factors to live a happy life. There are many other things to consider as well - safety, health care, culture, standard of living, friends and family etc...

Once one understands that, then you can look at any place that IL is promoting with an objective opinion.
It probably doesn't matter, but I doubt IL has found the "utopia" since I am quite certain, the other hot spots may not have the visionary like Sam.
