My own personal experience with all legal matters has been with Mayra Lamboglia in Panama City for the past 9 years for many things such as:
1. Obtained my pensionado visa.
2. Created a Foundation to record ownership of real estate.
3. Obtained my Panamanian cedula.
4. Organized the assumption of a corporation in a real estate transaction.
5. Currently working on my Panamanian citizenship.
She has never guided me in the wrong direction, always punctual, solid advise, proper follow up, never dropped the ball, and fair prices. She knows all the right connections within the various government agencies, and knows how to expedite processes. Also, she speaks excellent English if that's something that you require.
Her contact information is as follows:
Licda. Mayra Lamboglia De Ruzzi Attorney Calle Manuel Maria Icaza (Area Bancaria)

Bill, Myra obtained my cedula in 2006 for $600.00. She is the best. Fast, and good work. Always use a Panama City based lawyer, because all the paperwork needs to go through the Capitol city. I have heard some real nightmares of people using chiriqui lawyers. Big money and sometimes no results.
TONY: WHEN ASKING FOR RECOMMENDATIONS OR PROBLEMS ALWAYS PUT YOUR E-MAIL ADDRESS IN THE POST. MANY PEOPLE ARE HESITANT TO MAKE A COMPLAINT ON A PUBLIC FORUM BUT WILL ADDRESS ANY PROBLEMS VIA E-MAILS.
Normally when you get a couple of Awl Sh**S mixed in with a couple of Atta Boys, I would recommend you listen to the Awl Sh***s because it is a red flag that something is not right.
I disagree. Some people can't be satisfied no matter what. And others are just jerks. Look at Tripadvisor. For every hotel and restaurant that has 5 stars across the board and dozens of accolades from happy customers, there are always a certain small percentage of one-star givers, usually complaining about some minor issue. Personally, I prefer to get my recommendations from people I know whose judgement I trust.

But in this case its not a small percentage that gives an Awl Sh***S. Especially being in Panama and not on Tripadvisor there is a problem here with service. Consistency in how you treat your customers is lacking here. One time good service and the next time bad service. Its a real issue here. That's why I put a negative comment thrown in with the positive comments. In the office you talked about I don't think the managers actually do the work but the hired lawyers actually assemble all the paper work for your visa. You need a lawyer who actually does the work and knows the process. That's why I recommended Amanda. The girl knows her stuff.
