I have my permanent residency now and would like to get my Cedula. I don't seem to be able to get a response from my lawyer, so I am wondering can one ask for the Cedula without using a lawyer? If so, can you explain where I need to go in Panama City? Thanks

After I received my permanent residency visa, my attorney, Mayra, simply asked if I wanted an E Cedula. I replied yes and about three months later it was completed. A couple of weeks later I visited the immigration office in Panama City for a photo and was issued my E Cedula.

It's pretty easy to do.
You drop off all the paperwork at Migracion. They time/date stamp them and then you return in 30 days to pick them up.
You take them over to the new Tribunal building, turn them in, and they usually turn them around in a couple of hours.
It does require at least 2 trips to PC. Once to drop off all the paperwork, and then return to get your photo taken.
If you live in Boquete, you can ask them to send the E-Cedula to the Boquete office after it's processed.
There are a few trusted runners/taxi drivers in PC who can do the waiting in line part at Migracion for you, and to pick up the paperwork (with a motorized authorization letter).
Then you just need to return to get your photo taken.

Your lawyer has all the paperwork you need. My lawyer's husband did the leg and paper work for ours.
