I was out front working on my yard today and some men in brown official clothes showed up and started looking around my yard! Then one stopped at a bucket of water I have that is full of cuttings to start new plants! He then takes some samples of the water , and proceeds to write out this form by then my girlfriend notices what's going on she comes outside and starts asking him questions apparently he wrote us a ticket for breeding mosquitos ! This is the most ridiculous thing I have ever herd! Not ten feet from the back of our house is a small creek and the runoff for our subdivision there are hundreds of stagnate little pools and garbage full of stagnate water and I am getting a ticket for breeding Mosquitos! I try very hard to be polite and not judge the place and people in the country I have chosen to move to and I love! But this is just pure stupidity on someone's part!!!!!! so be aware if you have anything in your yard or around your house water features or water plants it's very possible some yahoo is going to show up and give you a ticket especially if you are not Panamanian because after he was done I watched them walk down the street and pass as far as I could see and didn't see them inspect any other home!

I suspect if the sample contained larvae there will be a fine. Manolo talked about this a year ago when Dengue and that other strange disease popped up, I am wondering what to do with my dogs water bowl now. We change the water every day but I don't want the hassle.
You are right. If they find any larvae in any container containing water in your house you will probably have a fine. If not you will have a warning and recommendation to help in the fight against mosquitoes that transmit diseases like Dengue and Chikungunya.
Thanks to the control the Ministerio de Salud has implemented our country has had a very small amount of people with those diseases.
We live in David and they come around here every year or so. We were not outside, a man came up the driveway. He didn't have any identification and wasn't wearing any type of uniform so we wouldn't let him in. lol His partner, a woman, caught up with him and she was wearing a uniform and had a clipboard and ID on a lanyard. She wanted to inspect the back yard which is fenced. We allowed her entry. She was looking for standing water for mosquito breeding grounds as well. We have a small container in the front with water for birds to bathe in. We explained that we change the water every day and she was cool with that. Then she filled out a card that is taped on the inside of our back door from years past, wished us a good day and left.
I'm actually glad that they do this. This is why they don't allow the trays under potted plants in Panama. They are breeding grounds for mosquito larva. Yes, there are enough natural areas for them to breed without us providing them around our homes.
Unfortunately newcomers are not aware till something like this happens. Now you know not to let this happen. Maybe root your plants in the bucket in the house somewhere out of the way? Good luck.
That card in the back of the door of any bathroom or kitchen door is a control the inspectors from the Ministerio de Salud has regarding the inspection done in your house.
Roger, I'm aware of that. They didn't inspect inside of my house however, just the outside yard areas. The card is inside my back door at the laundry room, not my kitchen or any of the 4 bathrooms.
Anyway no big deal just thought I would warn you all about standing water cause nobody warned me! I guess I will have to ask my neighbor who is across the street and has about 20 5 gallon buckets full of cuttings and who gave these to me! I will have to ask her to grow them for me then it will be ok!
Well. It is a continuous campaign that Ministerio de Salud have around the year and more intense when the Rainy Season start. It is well explained in mostly all the media available. Of course it is in Spanish.
It's no different than the other day I went and had Cable Onda turned on for our house they charged me a 95.00 deposit my girlfriend saw the first bill and went through the roof she said she has had cable Onda several times at different houses and they never charged a deposit so she called the office and they told her they just charge the deposit to the strangeros. I didn't care much because I am suppose to get it back at some point but today these guys seen me in the yard and singled me out because I didn't see them go to any of my neighbors Homes just mine when they had seen a strangeros!

In Panama City it is more strict.
Strangeros have left the country and skipped on their bill which is why you have to make a security deposit.
