Will be traveling to Ft. Lauderdale, Florida next month. Would like to purchase a cheap Cel phone to use to make doctor appointments, local calls, not international calls. Do they sell Cel phones that you can purchase minutes for like they do here? I don't want to pay for a contract or plan, just want to input the minute card number into the Cel phone and make calls.
Any advice?

The phones at Walmart or other local chains are most likely have service via Tracfone. You can buy a very cheap phone that will do the job for you AND it is all prepaid - no contractual obligation.
Guess where the client base came from? Those who didn't want their name known. Completely different marketing agenda than here, but the end result is the same. No contract, no names, and just pre-pay.
Metro PCS gives you a cell phone, unlimited text, minutes, internet for as low as $30 per month, and phones are as low as $29 for the equipment. They have an LG Leon for $29 and with the data, etc. it's $35. Sometimes that option has been cheaper for me than buying a pay as you go TrackPhone from Walmart or a gas station
Read the terms of the pay-as-you-go cell phones from Walmart carefully before you buy. They are extensively packaged and all make you believe you only have to buy the phone and minutes, but several of them also charge a monthly "service fee" which is not cheap. By adding the service fee, it kind of defeats the "inexpensive cell phone" aspect!
when i went back to Michigan last year i went into a shop right in the airport that has like a prepaid month of service, you just put the sim card in your phone, to activate the number you just go online right from your phone and put in the pin number, it will activate itself. cost me 15$, worked great, Bob-
