A friend needs to do this soon and was asking about the possibility of fingerprinting in David. I've been told this can be done quite easily at the Policia Nacional headquarters on the old road to Boquete (just up from Ricardo Perez Toyota). Anyone done this within the last couple of months? If so, how did you get your fingerprint cards to the FBI - by DHL/Fedex or by mail? Any info on this would be appreciated as my friend needs to know soon.

Michael, the San Mateo market is new and across the street from Romero's lot. The government buildings that I knew of are about a block down that street, which is 3A Oeste. I think there was a Public Works facility but it is quite possible that the DIJ are camping there.
Another 'maybe' in the same area is on the street running in the other direction, from the Crown Casino 4A Oeste. There is another government building half a block down on the left where the Taxation office is located.
We had our prints done at the DIJ across the street from the parking lot of Romero's, however, the building is not on the corner. It is behind the corner building on 3A Oeste.
Standing with your back to Romero's, turn to the right and walk to the corner which is 3AOaste. I think there is a street sign there. Go left across the main street. Continue onthat street, 3A Oeste, about 1/4 block to the DIJ. I think they send all fingerprints to Panama City to be authenticated on Thursday so go earlier in the week or possibly early Thurs morn. We didn't so it took 2 weeks to get them back. To speed things up, after you get the FBI Clearance Letter, send all your documents to the Panama Consul in Houston. They will authenticate them there and have them right back out the door and on to your attorney in David or Panama City in 2 days. Do call them first and alert them that your docs are coming. None of ours were apostilled, just authenticated by the Panama officials in Houston and they were accepted that way. That was the directions from our attorney Mayra Lamboglia. Oh, yes, the Social Security letter needs to be signed and notarized in USA. There is no place for your signature nor the Notaries stamp so just sign in a blank spot.

Just learn proper Spanish before you go to Panama to retire. If you want to live in the USA you have to speak English. It is dramatic that a few gringos speak any foreign languages.

We had our fingerprints taken in David and sent to the RCMP in Canada (same as FBI procedure I would think).
We are working with a lawyer, Lourdes Mirandez, who accompanied us and sent them off to a Service in Canada,
who then took them to the necessary places for approval before sending them back. It took about 2 months.

A tip for clear finger prints is to use a hand moisturizer a few minutes before
the process to help the ridge lines "stand up". Do they still use ink on paper
or is it on the glass plate that records them digitally?
