Government seeking Proposals for New Water & Sewage Systems for Boquete
This is a very important announcement so I will try to translate it with as much as accuracy as possible.
The National Council for Sustainable Development ( CONADES) issued an invitation to tender for the design and construction of aqueducts, treatment plants, and wastewater handling in Boquete, Chiriqui.
In accordance with the statement of objectives published in PanamaCompra, it is a tender to which has been placed a reference price of $25 million.
Those who are interested in participating in this tender should submit their proposals the next February 10, so they will have 32 days to prepare documents.
"The drinking water supply system of the district of Boquete is carried out through three rural aqueducts, which are: Los Ladrillos, Valle Escondido, and Alto Quiel.
This system covers the districts of Los Naranjos, Alto Boquete and Bajo Boquete. The rest of the water supply systems in this territory are administered by JAAR's. There are six in Jaramillo, two in Los Naranjos, two in Palmira and one in Caldera", explains the document.
"It is of particular concern that currently there is not a crude water treatment system by which cannot be predicted or control the factors with the potential for contamination, which may cause health problems in the population. The distribution is made by gravity through tubing ,in the majority PVC, with a regular chlorination. There are also lines of asbestos cement, a material that is now banned for domestic use. In some areas of Boquete there are irregularities in the supply, a situation that is mainly due to the fact that there is no systematized and structured distribution system, lack of control and maintenance on the network. In view of this it is necessary to evaluate the driving lines by the low efficiency and effectiveness that are distributed," adds the statement of objectives.
This evening it is expected that the president of the Republic himself, Juan Carlos Varela, during a visit to the Feria de Flores in Boquete, will announce the news to the inhabitants of this community.
The work shall be ready in 730 days (two years) once the work formally begins.

El Consejo Nacional para el Desarrollo Sostenible ( Conades) publicó la licitación para el diseño y construcción del acueducto, red sanitaria y planta de tratamiento de aguas residuales de Boquete, Chiriquí.
De acuerdo con el pliego de cargos publicado en PanamaCompra, se trata de una licitación a la cual se le ha colocado un precio de referencia de 25 millones de dólares.
Los interesados en participar en esta licitación deberán presentar sus propuestas el próximo 10 de febrero, por lo que tendrán 32 días para preparar sus documentos.
"El sistema de suministro de agua potable del distrito de Boquete se efectúa a través de tres acueductos rurales, los cuales son: Los Ladrillos, Valle Escondido, Alto Quiel. Este sistema cubre los corregimientos de Los Naranjos, Alto Boquete y Bajo Boquete. El resto de las tomas de agua en este territorio es administrado por las JAAR's. Existen seis en Jaramillo, dos en Los Naranjos, dos en Palmira y uno en Caldera", explica el documento.
"Es de especial preocupación que actualmente no existe un sistema de tratamiento de agua cruda por lo cual no se pueden predecir ni controlar los factores con potencial de contaminación, pudiendo producir problemas de salud en la población. La distribución se realiza por gravedad por medio de tubería en su mayoría de PVC, con una cloración periódica. Existen también tuberías de asbesto cemento, material que actualmente está prohibido para usos domésticos. En algunas áreas de Boquete existen irregularidades en el suministro, situación que se debe principalmente a que no hay una distribución sistematizada y estructurada del sistema, falta de control y mantenimiento en la red. En vista de esto se hace necesario evaluar las líneas de conducción por la poca eficiencia y efectividad en que están distribuidas", añade el pliego de cargos.
Para hoy jueves en horas de la noche se espera que el propio presidente de la República, Juan Carlos Varela, durante una visita a la comunidad de Boquete, anuncie la noticia a los habitantes de esta comunidad.
La obra deberá estar lista en 730 días (dos años) una vez inicien formalmente los trabajos.

Note;I don't live in Boquete but travel there 4 days a week. The leaks I see along the roadway are numerous and some of the pipes are laying on top of the ground. This project might exceed the number that's being thrown around. Maybe they can do it. And, maybe they need additional dollars. Sewage treatment, tapping houses and businesses, piping is going to be an issue with the streets. Now maybe the cart will be put behind the horse. It's about time.
Hilary, the tender is to include the design. $25 million is a reference price only.

That is correct. Design and construction is what the tender is asking. Even that the IDAAN was the government agency forgotten and the professionals working there are underpaid and best one left to work in the Panama Canal or other private enterprises there is a change in the direction. I now the new director. She is a very good professional with long years of experience in Water and sanitary engineering. She belongs to a family of well known Sanitary Engineers and I do really think she could accomplish the goals commited to the IDAAN if the government support her. We will see what will happen in this five years she is going to be on the direction of this agency.
This is the best news I've heard in a long while. I'm particularly gratified to read that it will not be restricted to the municipal system but will embrace the district water systems as well.
I guess I was looking at my own self interest as Palo Alto is in the Los Naranjos district. But, reading it again, it appears that it will not cover two of the Los Naranjos systems that are governed by JAARs. And mine would be one of them.
