I was in Panama and had to jump through the hoops to get my Panama driver's license.  Fortunately, I found Sergio Gonzalez Rangel who speaks English and will offer his taxi services either by the destination or by the hour.  I paid him his reasonable hourly rate ($10.00 per hour, including the taxi destination fees) and he took me to the various required sites and handled translations for me.  Without him, I would probably still be in Panama, struggling to find the locations and understand what was required.  His phone is 6907-8628 and email is [e-mail],  I highly recommend him.  His taxi is clean and he is a pleasure to work with.
