I've encountered this exact problem under two circumstances.
The New York Times website does not accept requests from users who do not enable browser cookies. Check your browser settings to ensure that cookies are enabled.
It also could be that you've exceeded your maximum 10 monthly complimentary article views. If that's the case they request that you to create an account. Or you could simply delete all browser cookies relating to the New York Times website and that'll reset the view count back to zero.
