Why don´t you plant a row of fragrant mirto (also known in Australia as mock orange), which will make a dense hedge and about every month or so there will be fragrant blossoms . You could also put a row of sauco trees behind the hedge and they would also have frequent fragrant blooms. Gardenias could be used as a hedge also, but they will not grow so high or be so thick. I use the mirto in vases to enjoy inside also. Plants will absorb the noise,smells, and ugly sights.
I've done much research about mitigating the noise and smell, and there really is no solution besides taking a chance on a very high wall with no guarantee that it will make any difference. Friday we went to the health department and the Corregador. My understanding is they will be issued a warning from the Corregador and the health department will be visiting the property to observe the situation. We'll see what happens.
I understand that corregedores like physical proof. I suggest that you furnish him or her with the skull photo and the sound recording. I think that's more likely to get the health department there pronto.
Yes, she has pictures, sound and statements from neighbors, friends and workers who have smelled and heard. We even took one of the skulls with us, in case they thought we were joking.

How many pigs are you talking about? Perhaps they will give you the poop for your
plants? You will need to compost it, but covering it with leaves, rice hulls, burned branches will keep the odor at bay. Just layer it and wait about 3 months and you will have gold.
We are talking only about 6 pigs. They are high on a ridge above my property. I cannot see the pigs, as the hillside is filled with thick vegetation and bamboo. But trust me, it's like they're sitting in my living room when they start making noise. In a way I do have their poop as they throw it on to my property, along with the bones, however I have no desire to take care of it. See the attached picture of 4 skulls in my yard. And that is only a fraction of what's out there.
All of those things are good for your soil. Bamboo is a great plant for wind, odor, and noise. Perhaps it is too far away? You asked for solutions,but you do not want to do anything. I conclude that ventilation of your feelings is the purpose of this post? I sympathize with you. I doubt that any level of government will effect the behavior of your neighbors.
We have problems at the farm with wild packs of dogs that often kill our animals. We cannot guard them all night, every night, so we just tolerate the loss.
One encouraging thought, if they permit their pigs to live in filth, they will at some point get sick. They will have to clean up or their pigs will probably die.
