And how do they propose to do that? I see kids going to school less than 4 hours per day, and some of that includes recess.

Judy, it was a for the press, that has nothing to do with reality. The Panamanians are upset that they do not have the education for todays needs. The education system is doing nothing to improve. Before he left office Martinelli offered a big raise to teachers but required them to prove competency and have continuing education. They went of strike.
