I just found out that the Criminalista who came to my house on Sunday afternoon, did not take
evidence because there was no crime committed.
So having three hooded, masked, and gloved persons with shot guns trying to break into
your house is not a crime unless they are successful?

You can be sure, though, that if you had been able to shoot one a "crime" would have been committed. Outrageous.

I learned, today, that the Panama law states that 3, or fewer, armed under aged criminals is ... a grey area of law. May not be subject to prosecution. Now: if there are FOUR perpetrators, no matter if they are under age (like 12), then it becomes a GANG, and it is subject to a whole different level of prosecution under the anti-Gang laws. So. Word. You see THREE young men walking around, checking stuff out, be very suspicious and call the cops. They are gangs in the making, taking advantage of the law loop holes. Pres. Varela has pledged to take action about this--but he only will if we all make a ruckus.

It's not only stupid, it's outrageous. Nobody can ever be safe with this kind of nonsense being allowed. What is the philosophy behind it, "boys will be boys"?
Yeah, that's what I heard when the guy was IN my yard early one morning and stacking blocks to make it easier to get in at night. He ripped his arm open getting the heck out of my yard when I let my dogs out. The police found him at the hospital getting stitched up. They were only going to fine him $40 until he tried to grab the cops gun. Then he went to jail. STUPID!
