It is difficult now because the govenrment have extended the moratorium for buying firearms and granting permits. The Gun Stores Association is battling heavily to stop this measure taken by the government.
The explanation given by the authorities are that not allowing more firearms in Panama will reduce the amount of firearms on the streets commiting murders and violent crimes. That is absurd because the firearms owned by the maleantes were not adquired legally. They were adquired illegaly in the black market. Those guns have not permits and the owners removed the serial numbers from the guns to erase the trace on them. Now only the maleantes are armed and the civil population is unarmed and helpless to defend themselves from them.

The law is the same for everyone. It's the same requirements, except if you are on certain types of medication, do not pass certain tests that are required they many not issue or renew the permits. There is a difference between having the clear to own a gun to keep at home for your safety and a license to carry the gun, but the requirements are generally the same. All expats however, must be permanent residents of Panama
So here is the deal, there is a certificate the allows you own a gun and have it at home for personal protection, this allows the gun to be legally sold and bought and then there is the concealed permit license which allows you to carry the licensed gun.
You need to have a concealed weapons permit, you need to pass a drug and psychological evaluation and follow their requirements, which I could gladly post here for you

Olga, if somebody breaks into our house and we shoot them with a high powered pellet gun, is that legal?

First. You are in your house or property and the person shot is a trepasser. He is in your property without your authorization.
Second. It has to be in self defense. You could shoot that person if your life or any of your family members are in total danger. But if that person is in your house is his/her words against yours.
Pellets guns are not regulated so it is not illegal to use it in self defense.

Olga, is the concealed permit a separate thing over and above what initially is needed to legally possess the pistol?
