I have been working on moving, but also had more keys made for the house I was in. The new house only had one set and every lock was different (Panama). Here is my experiences:
Novey, yes, but good keys (guy did them, worked fine), and bad ones (lady, last did 4 and 3 work with difficulty and 1 not at all - just haven't gotten back there to get corrected).
Do-it: yes, but limited key blanks. Lady seemed like it was a bother (no english), but they worked. She could only do one of the two requested. Be sure to take off any key covers, as they would say no they couldn't do it until i did (the plastic colored cover over the base part).
Mandarin (Boquete in back left of store): Did a security key for me, but the guy wasn't there the second time and it took awhile the first time. But it did work.
El Dorado Hardware (on west side of road just south of Terpel Gas on David/Boquete Road): You have to ask as the key machine was out of the way. The ones I got there worked. I hope to go get a couple more today. There is one guy that speaks passable english.
Ivans: They have a machine, but it was broken and I think she told me the repair guy would be around for a month (might be September). The keys they made before then worked.
go to the park in David pass the cathedral at the next corner make a left go straight pass the first intersection at the second intersection make a left, close to the next intersection on your right side you will see an l shape little strip center, in there is a key place.
across the street is also the parking lot for Romero's you will be behind the Romeros that is located across from the park in David.
The ferretería (hardware store) in Dolega on the Via Boquete (left side going to David) has made keys for me in the past. They are the closest that I know. In the past Do-It-Center made keys but I don't know if they do now. There was a great locksmith located close to the five corners in David who also made keys.

I'm curious Keith. You often post maps. Are you actually able to find these places with these maps? Usually the street signs are missing, so I have no idea where the street on the map is. I have never been able to navigate David with a map, and I'm generally pretty good with maps. For David, landmarks work much better for me.
The Yellow Pages online directory entries list locations in that fashion so I've been trying to use them more, but usually in conjunction with landmarks.
It might be a lot simpler to figure out street designations in David if Parque Miguel Cervantes was in the middle of town but it's not. The junction of Avenida Central and Calle Central is at the Bomberos.
Other factors that confuse people are that David is not laid out in a North-South fashion as are many towns and cities, and secondly the PanAmerican Highway does not run parallel to the street layout.

I've had good luck at Novey with a couple of locks.
I had the same problem a few years back and had to order key blanks from the lock manufacturer. Replacing the lock might be easiest and quickest.
