I am a veterinarian in the United States.  I love animals and always want to help them.  Some expats

that are here on visas have decided to construct a dog shelter in a residential area where I live.  The Panamanian Officials came out and inspected the septic tank on this facility and found it not up to their standards.  It is too close to other homes in the area, and very close to the River Pedro, which runs into the River Cochea.  The River Cochea provides drinking water to both Dolega and David.  It does not function properly to prevent the spread of diseases that sick and injured rescue dogs could carry.  Bacteria such as Salmonella, Shigella, Camylobacter, Leptospirosis, and Recurring Fever can be spread from one sick dog to all the healthy ones, and also to humans.  The people constructing the shelter seem to have a total disregard for how to properly dispose of the animal waste.

This animal shelter is located way off the beaten track, you have to go down four roads from the main highway, and down a steep hill that many cars cannot handle.  If you want to help dogs, it seems to me that you would build a shelter in a commercial area where the public can easily access it.

A Resolution, number 0042015, was issued by the Panamanian Officials, stopping construction on the shelter.  Now the people building it are trying to use public outcry to sway the minds of the officials into letting them build this shelter in a residential area.  They are holding a news conference tomorrow, Wednesday, July 1 at 11AM, at the Dolega Municipal Building.  This building is located right along the main highway between Boquete and David.  Please come and help us take a stand to protect both the dogs and the people!

  • This is my last post on this subject that has the VERY misleading subject title.

    It is my understanding the modifications have been done.  They still don't have the written permission to open however.  All the money these poor people have had to spend on lawyers could have been better spent on helping these animals.

    There is no changing the minds of people once they have an opinion, mine included.  So it is what it is.

    • It's not only a misleading subject title, but I have been told that Lu Ann Groves has never even been to the "shelter" she has fought so hard to stop. 

  • I guess I missed the part about LuAnn not caring for animals.  I think the mistake these folks made was ever trying to do it the right way.  There are numerous people in Panama with many dogs.  15 to 18 dogs.  Why is that any different???  Yes, I agree LuAnn probably does love animals and so do the people that want to provide a temporary place for street animals to get healthy enough to be spayed or neutered, recover from surgery and be adopted out.  Where is the problem with that again?  

    I have 3 dogs, they pee in my yard.  Their poop is gathered daily and goes in a black bag to be picked up Mon and Thurs and taken to the landfill.  I just don't see how these dogs are going to pollute the river and make people in Dolega and David sick.  I just don't!

    Kris has a very thoughtful post below that pretty much says it all.  And Keith, it's my understanding that these people HAVE made the modifications that were required.  So maybe LuAnn needs to at least go check out the place and give these caring people a break???

  • John, I am not agreeing with the OP, I am just reading the Ministry of Health report which states that there are specific rules for the treatment of waste from an albuerge which were ignored, and that the installation doesn't comply.   • Did you read the attached Resolution, John? It was issued by the Ministry of Health, not a political body. Do you think that people who are in favour of the project should be able to have politicians overrule the laws of the land governing Health, which have been established for the common good, just because those people think 'the construction of a shelter is a good thing' ? The resolution says, among other things, that there was a breach of a verbal agreement between the Health Inspector and the owners to make modifications which were totally ignored. Doesn't that make them scofflaws? Didn't think that would be your style, John.

    • Keith, did you notice the date on the resolution?  It's my understanding that since then they have done everything required and now have permission.  Why is LuAnn continuing to beat this to death?

      • Joanne, what 'you understand' and the posted document are two different things. If there are other approvals to discuss they are not here. My comments pertain to the ONLY document that has ever been produced in public stating why the place wasn't allowed to operate. Everything else on this subject has been pure rhetoric. I am not taking sides here but this is the first reasonable explanation I've seen as to why the place hasn't been allowed to open ie: the waste installation didn't pass Ministry of Health sanitary inspection and an agreement between the Inspector and the owners was ignored. Simple solution, imo, is to modify it to conform to the regulations for such a facility.
