If this particular Transita is the one that I am thinking of, she has it in for Gringos. She likes to stake out the Gringo places: Sugar and Spice, Tuesday market, Mikes, etc. She gives the others a bad name. Most of the regular LEO's in boquete are quite nice. Maybe a conversation with the mayor and police chief is in order.
Lt. Eric Nunez was/is the internal affairs investigator here for transito funny business. I can post his cel number if someone cares to confirm he is still active. You can search his name on this site for more info, but I think his cel number was changed some time ago.
Also using "waze" on your smartphone may give you info on where the transito is, if you need to know.
The 'commission for tickets' rumor went around two years ago..it wasn't true then and it's not true now. Have your papers in order and all will be fine. Just like any other country
Moral to the story....have your paperwork in order. We always had to carry our paperwork in the States. Its no different here. If you are driving illegally, you know it. get your stuff together.
Actually, taxi driver and cops are the least respected jobs, kind of tow truck drivers in the US. People consider those professions kind of bottom of the barrel in Panama's
Martinelli increased their salaries significantly to try to prevent corruptions and bribes, and it has to some extend worked somewhat.
Some LEO in Panama are good and do their jobs because they like it, more times than not, they are on a power trip and indeed looking for bribe money. I have not heard of any commissions on tickets

Sorry Glen she is just a pain in the ass.
There are friendly police but she is not one of them.

When she is at the Caldera check point it takes forever to get through.

A soda and apple used to work before Prez Martinelli "cleaned up" the system.
Now the Police are angry and I have heard there is a commission on the tickets they write.
Can anyone confirm this?
