When we are out and about we’ve all seen areas that are completely overgrown and nothing is ever done with them, and hasn’t for years. My understanding is that the land owners can’t be tracked down so the municipality doesn’t know who or where to issue a warning or fine. When the dry summer winds come around these become fire hazards which can affect bordering properties. Does anyone know if there is a law which would allow the municipality to sequester these properties after a period of time if owner cannot be found?

If there was eminent domain here they could take that abandoned eyesore downtown and make a useful space.
Be careful filing a denuncio the people have ways to make your life miserable.
Normally, the registro publico has the name of the owner.
It should be on your plan by the way.
Now you can go to the corregidor and file a complain. Normally a multa will be issued against the owner who has the obligation to maintain his property. Do that on a regular basis, every time you feel threatened by the sitution, take picture best with a local papers on the photo.
If as time passes you still have no news, do the maintaining and take picture of you doing it...So that if one day the owner shows up he will be up for a big surprise.
The owner will be happy, but nothing will happen, no fine nothing. Just find out the owner and deal with him on a friendly basis. The Latin Spanish way of doing business.
I can see the wheels turning in realtors' minds.... ;-)
