I saw this article Welders Needed

and remembered seeing a news item that discussed Panamanians receiving welding training recently.  I was never able to find out who was paying for the training or if the skills were being taught in preparation for starting another copper mining project?  I guessed that any company trying to sell the positives of a mining project would include hiring and training Panamanians as much as possible.

Does anyone remember seeing a news story on this?  Thanks.

You have to be careful who you call a welder here.  A lot of stickers but few really qualified welders.
