What is the VPC and is this the same as the Panamanian Title that is required to carried in the car? If not where can this documents?

The card is called a TPV. Not many people ever pick them up since it's not compulsory to carry it.
I HAVE BEEN DRIVING IN PANAMA SINCE 1999 AND NOT ONCE HAVE I BEEN ASKED, WHEN STOPPED, TO SHOW THIS ID.
IF YOU HAVE A VALID CAR TITLE AND CURRENT CAR INSURANCE AND A VALID DRIVERS LICENSE YOU CAN DRIVE ANYWHERE IN PANAMA THAT IS A PUBLIC THOROUGHFARE.

They have been "working on it" since some time in 2009. I finally got one for a car I bought in 2008 but have not had one since we bought another one in 2010 or two or three others since. It seems to be a mostly unknown document these days. I have never been asked to show such a card.
New subject: Has anyone been through the process of having a car whose placa has been transferred from another municipality inspected by the DIJ? I suppose it is to check to see if the car was stolen somewhere else or some such thing.
Bob, I have. I had two car titles transfered from Panama City to Dolega. You have to pay for the transfer in Panama City. I had a runner do this. Then you take the reciept given to you from Pamana City to the new location. They do an inspection of the reciept and you have to provide I.D., revisado and registration. I think my first one cost $22 at the new location, Dolega. The DIJ inspection is free in David. They just match the VIN number off of the engine with the title. The new location,Dolega, will keep the original title. DIJ will send approval to them to prepare a new title. Turn around time from new place, DIJ and new title--about 8 days. You will pick up the new title in new registration location not at DIJ. I'm doing another one today. If things have changed I will post it. DIJ is located past the baseball stadium on your right. Use the road that goes past super baru. DIJ is just past the big muffler shop on your right two or three blocks before the traffic light close to Rodelag.
They raised the price to $5 initial fee. When the title comes in it should be $20.So the new price might be $25. I don't know yet. Maybe they didn't raise the final payment. I'll know in 8 days. That's the time it takes after DIJ does the inspection and sends in the paper work. They actually rub carbon paper on the VIN number and lift it off with scotch tape and attach it to the application.

Such card in accordance with the Transit Regulations in force in Panama must be carried in the vehicle and must be presented to the traffic police or ATTT inspectors when requested.
This card contains the photograph of the automobile and its main features as are the engine number, chassis and more.
This card is issued automatically when the vehicle is registered or when it is transferred from owner.

However this is what you will have to do :
original and copy of migration card that matches the passport with which the vehicle was registered in the Single Motor Vehicle Registry. - Original and copy of the passport that agrees with the migration card - Original and copy of the certificate of vehicular ownership . It is by law that you must have one.
