Where is new Green Convention Center to be?

One of the Panamanian cultural quirks that drives me crazy is that it seems one is supposed to know where things are to be.   I know it is coming, but where?  Of course per usual, there will be no parking associated with it?  Or am I the only person in the area who is just clueless?

    The convention center will be a few miles past Los Molinos on the left side of the road. If you look to the left just before all the big banners for the new development there are the remains of a black rock house and that is where the center will be.

      The position of the new 'lighthouse' makes more sense if this is the case.
