The computer shop in Los Establos Plaze is called Micro-Serv. The phone numbers are 851-0293 and 6315-0647. They have a wide range of products and services. Jason Boss is the owner, and, yea!, English is spoken.
You are better off ordering one from the U.S. It's hard to find one with an English keyboard (if you want English, that is). Also the quality of electronics that come from the states is often better and you get newer models. Through long experience here, I have come to believe that all the crap is shipped to Latin America and the good stuff is kept in the states. I swear production lines have a quality control reject bin labeled "Panama".
I bought a Macbook air 2 years ago at Panafoto in David. Same price as in the USA.
Just put it into Spanish-Iso keyboard mode. The key board works then for Spanish as well as English. If you want Windows on it you have to by theatre software. Full warranty included.
Then there's PARS in David, I know they stock HP computers. I don't know their pricing on computers but for things like memory, cables, and such it's priced about the same as Ebay/Amazon plus shipping to Panama so pretty competitive. Their Kingston memory and Logitech products are priced that way so definitely quicker than ordering it online.

You are correct, items that don't pass all of the tests usually end up in countries with weak consumer protection laws.
As for ordering a computer from the US, keep in mind that the import tariff on computers is 17%.
That beats getting one that works 6 months and dies.

There's a great Computer Store in Plaza Los Establos. Next to Mas Movil. You could try there.
