In my experience $12 a day is very, very low. If you only want mowing, you might be able to find someone at that price, but it's not likely to be anyone with any experience or knowledge of gardening. Also, I know of no gardeners who have their own tools. Homeowners are expected to furnish tools, rain parkas, boots, etc., as well as lunch.
