I have wondered about the Tuesday market drop off and someone taking what’s there back to the U.S. with them? When going through airport check-in and asked the questing if you are carrying anything you didn’t pack yourself what’s the reply and possible consequence?
As Keith mentioned post office registered mail is just a dollar and I’ve never had a problem with it. In fact I dropped my proof of life form off at the post office today to be returned registered mail to the U.S.
Go to the Tues market and drop it in the "Mail going to the U.S." box by the entrance to the theater. That is a more reliable way to ensure your form makes it to the states. Every week someone who is traveling to the U.S. takes the mail. You have to put a U.S. "Forever" stamp on it or buy one from Penny. She is there by the theater door.

The passenger would pack the mail. No issue.

Panamanian Postal System works fine. You can register and send a letter for about a $1.
