When you lose water pressure is it a lack of water or system pressure? Is there an attachment that pumps the water out of the holding tank faster? Can someone explain this to me?

This is a non-engineering answer.
A storage tank essentially removes any pressure or lack there of, because it is vented to outside air. No ambient pressure accrues to the storage tank. Any water pressure from the tank is simply a result of the altitude difference, surface area, and pipe diameter: sometimes defined as the pressure head. This is the resultant water pressure per square inch (PSI). A psi of over about 25 is sufficient for a medium quality shower. Anything more than that needs to be augmented by a pressure pump and a pressure tank. Think of a pressure tank of a resouvour of pressurized water.
If you have a pressure pump and loose electricity, after the pressure tank is depleted, one only has the pressure from the gravity feed. After electricity is restored, the pump will kick-in and pressure is restored.

Too complicated. So if your holding tank has a pressure pump, you will have good water pressure. Except if the power goes out. Do all holding tanks have a pressure pump? How much is it to install one of these?
Gail, If my response is too complicated, you should seriously reconsider if an expat life in Boquete is for you.
Please look in your depositio or ask your land lord (I assume that you are renting or you should know the answer to this). Do you know what a pump and pressure tank look like? No, a storage tank does not automatically come with a pressure pump and accumulation tank.
I would strongly suggest that this is not a boquete.ning question but one to be generally googled.
