i understand your post to be talking specifically about ATM's. we live in boquete & the year & a half we have been here, we've had problems maybe two or three times; we use if frequently without any problems. they do charge a fee though....around $3. cards from the usa. scotia has their own card & atm.
I have no clue what you mean by "ATM friendly" because an ATM (Automated Teller Machine) is a cash-dispensing machine.
However, the local downtown banks - but not Scotia Bank at San Francisco Plaza in Alto Boquete - have ATM machines that accept most universal system cards for debit or credit-based cash withdrawals. Just get your cash before Sunday when the ATM might run out of money and still debit your account. Banco National's ATM once gave me no cash, but debited my bank account for $500 when I made a Sunday evening attempt to get cash - and did not print a receipt. My card was auto-deactivated after two additional attempts t0 get cash at two other banks, not knowing that Banco National had debited my account. I had to contact my U.S. bank to get the transaction reversed, which took a couple of days.
In general, most small, local businesses do not accept credit or debit cards - cash is king here.

The phrasing of the question was a bit odd, and I gave the originator an opportunity to clarify it - but he was apparently happy with our answers and didn't need to.

If it is an ATM Visa/MC then you shouldn't have any problems where they are actually accepted. Not all businesses or restaurants will accept credit cards. You should also do a search on this forum on which banks to avoid using their ATM Tellers as they have been known to charge your account for money not issued and then you need to deal with what ever procedure your bank has in place.

yep, I've had Banco Ladronal de Panama steal $800 from me a few years ago in Dolega....took 8 months to recover the cash.
Yes they are BUT seldom work ,problem with their commuter system..Been like this a long time Go to HSBC they are friendly and help you out
