Justin Whitney Reinholz, the alleged perpetrator of the shooting of two dogs has created a nasty anti immigrant backlash in Boquete. This has been building on a national level for some time. I was tagged in this post on Facebook to be sure I saw it. The comments are more damming than the post.
There are an increasing number of vocal people who are not too happy .

So far we've come, foreign masters of our Country will believe and do what they want:
1- commit traffic violations
2- no courtesy in driving
3- underestimate and insult Panamanians
4- bothered by dogs, cats, chickens etc
5- do the jobs or occupations which by law is exclusive for Panamanians
6- They resent the Panamanian holidays
7- shooting our pets
8- They carry weapons of any kind

My post only refers to the attacked boy:
I have a small child and countless times have had children under my care, many of them at the same time.
As a mother and as a care taker my first and only reaction would be to seek medical attention IMMEDIATELY.
I´ve been bitten by dogs twice in my life (once my own fault) and it is one of the most painful injuries I´ve had in my life, the pain from a dog bite is excruciating!!!!
It´s beyond my understanding how this person had the time to go home, get his riffle, shot the dogs and stand outside the house relaxed and smiling. In the Spanish forums and in the news it´s said that several hours after the attack the boy had not received medical attention, even thought the dogs owners asked repetitively for the boy to be taken to a doctor.
Who does that??? Only a parent and someone who´s experienced (twice) a dog bite knows how evil it is not to seek immediate medial attention for the boy. Seeking revenge over the immediate well being of a small boy is wrong in EVERY SINGLE LEVEL.
Both actions are despicable, but denning medical attention is the worst.

I think it would be challenging for a 9 month old dog to have been a problem for years?
Assuming the Joseph story is 100% true. The proper procedure would be to talk to the dog owners, if that fails to go to the Corregador. Using a weapon on the dogs is unless it is required to save a life of serious injury in the actual moment of attack is not an alternative.

The dogs acted like any animal will do. But seems like the human acted worst than the animals. He did not shoot the dogs in the act. When they were attacking the boy. He did it after the incident an through the gate of the owner.
What should he had done. First grab the injured kid. Go to the neighbor's house with the kid. Tell the owner of the dogs that they injured or caused some injuries to the boy and ask him to cover all the medical expenses incurred. Warn the owner that he has to keep his dogs on a leash or have a better fence for they to stay inside the property because next time he will file a denuncia with the authorities. End.
This man, the father of he household whose dogs were shot, works at my construction site. We spoke with him today. He does not seem to hold the same prejudice against all Gringos......just the one who acted against his family. I would also like to bring to attention that the man who did this is married to a Panamanian woman.
But said Panamanian woman is in the US and says she is soon to be the ex-wife. It really doesn't matter who he's married to does it?
...and what is his version of the incident?
