There are expats here on tourist visas who cannot get a permanent visa because their RCMP or FBI reports show even traffic misdemeanors such as DUI or reckless driving 30 or 40 years ago.
One Canadian friend is trying to get a 35 y/o DUI expunged from an RCMP report to be able to qualify for a Pensionado Visa.
Panama apparently allows nearly anyone - serious criminal record or not - to stay here as a perpetual tourist, but will not review and allow a permanent visa for someone with a 40-year old misdemeanor traffic violation on their background check.

This is good to know they do draw the line on criminals. I like that a lot.

Doug, careful, they do not want fast people in Panama. It will force others to speed up and get things done on time!
Eh....I think you can scan fingerprints, and then copy down the fax back in. If your hand really does not matter, you can send back the whole hand. Of course, I can help you arrange transport.This is my good! Haha!
There is a building east of the David Airport about 4 blocks or so. Close to the airport you will see a sign for "Alto Verde". Turn right and go one block. On your left you will see some government buildings. As you enter the property with a guard/gate it will be the building on your left. Go in the building on the first floor. Give them your identification to the left and then proceed toward the back of the building bearing right. You will see a bank of windows in a room. Tell them you need your fingerprints taken. There is no charge for the service.

You will have to return in 2 weeks to get the fingerprint card because they send it to Panama City to get the right signature. After that you will need to get the document apostilled in Panama City at the Ministerio de Relaciones Exteriores.
Then you send the document to the FBI with their form signed. Make sure to note on the form that the FBI report will be AUTHENTICATED. They return the report to where you ask in the U.S. Then you have to get the apostille from the U.S. State Department.
Now you are ready to present your FBI report here in Panama.

Small question, WHY do you need to get finger prints done?
