Modifications to Transit Regulations Augment Cost of Violations
This Wednesday the proposal to amend the Executive Decree No. 640 of 27 December 2006 amending the Regulation of the Transit was presented, after approval on Monday by the Board of Directors of the Authority of Transit and land Transport. ATTT.
The contemplated modifications provide for significant increases to some violations of the Transit Regulations, in addition to the inclusion of some new offenses.
Annexed is a penalty for driving in bus lanes or with a suspended license.
It also increases the points for traffic violations. Every driver maintains a history of transit. Each infringement carries with it a number of points, depending on the seriousness of the infraction. If this, in a period of 12 months accumulates up to 35 points or more for violations, the ATTT shall suspend the license for one year.
The Board of Directors of the ATTT is composed of representatives of government, employers and users, passenger transport sector and freight haulers. With these sanctions they are trying to achieve proper conduct on the part of drivers, in addition to a responsible attitude at the time of driving to avoid accidents.

I will start with this affirmation. People who follow the rules and drive as it is being supposed and according to regulations shouldn't be worried about those fines.
Of course that such increase will have a huge impact on the low incomed people... but it is the law and people were warned about this violation. So I think this amount could be a deterrent. So if a person knows that using cell phone while driving will cost him/her $300 if caught then it should be a good reason to use a hands free device or make/answer the call while parked safely at any place. not when driving.
Regarding your question, there is not any program of public service instead of the fine. I am not so sure about other options payments available over time. It is a good question I will try to do to Setracen.
Believe me $300 it is a huge amount of money, even for high income people in Panama.
Same ticket in California is $148. WTF!

The problem in Panama is that when the authorities become hard and enforce the laws everybody complains and says that Police is getting worst than when we were under the Military Dictatorial Regime. You could see all taxi drivers, bus drivers, truck drivers closing main roads protesting because they said it is a Police harassment against them,

It is already addressed in the Reglamento de Transito and it has a fine of $50.00 and 2 points.
The fine isn't high enough to be an effective deterrent.
Isn't that strange that excessive speed is still considered as a minor offense (when compared to the fine) although I suspect it to be one of the major cause of bad accident?
Yesterday, I was driving at 80 kmh passing the seminario and Guadalupano school, and a car rushed next to me, I guess he was over 100 kmh...heading in front of Supermercado Yvan at the same speed.
If caught he would only have to pay 150$!!!
Cars cost about five thousand extra because people are incompetent, highways have to be built the same way. Here they cost more to line people's pockets.
Particularly impressed with the market in Dolega where the highway passes right next to the building with just enough room to squeeze cars in but not safely.
