As you probably know, I too have become a victim of Fred Osburn. And I have no one to ‘blame’ for this but myself.  I also offer my heartfelt apology to the entire Boquete community for claiming Fred Allen was not Osburn.

 

Having been a police officer, I strongly believe in the precept one is innocent until proven guilty, as enunciated in both the US and Panamanian Constitutions. As some may recall, when Ozzie was accused of some crimes several years ago, I enunciated my belief and pled for withholding judgment pending the justice process. That was not a defense of Ozzie – it was written to apply to anyone, he was just the subject at that time. Unfortunately the justice process never occurred for him and he wound up leaving Boquete and Panama – he told me no charges were ever brought against him.

 

I knew he had made a mistake in the US, had served his time and was released. I’ve known many convicted felons and most are good people who made some wrong choices, got caught (the difference between them and most of us), served their time and just want to move on and lead an honest life.

 

Then, lo and behold, Fred showed up at my house last December looking for help, destitute. I thought ‘everyone makes mistakes’ (I certainly have and did with him) and I would help him with a second chance to lead an honest life. He is very talented with computers, as you know, and we researched solutions for the laptop theft problem and came up with CPS, which was/is a very effective solution and the only way to recover stolen laptops. Despite official support, the Boquete community chose not to embrace this low cost solution. This left Fred unable to support himself and his wife and, unbeknownst to me, he apparently returned to his life of crime.

 

This culminated in July when he moved out of the cabaña I allowed him and his wife to use free and he chose to steal a large sum of money from me. As you now know, he has been captured and will face multiple charges. If you have been victimized by him, I urge you to report it to the police (DIJ) immediately, and I sincerely apologize that my choice to offer him a second chance resulted in your victimization. I especially apologize to my friends, for I could not deny his identity to some and not others.

 

I certainly realize my reputation has been severely tarnished by my choice. I take full responsibility for it and, again, sincerely apologize that I made a wrong choice regarding Fred, no matter how well intentioned.

Roger, you lied to everyone to cover a fraud and a thief. I am not prepared to let this fade away without the community learning a lesson from it. You used your credibility and your claim of being a former police officer to inject Ozzie into the houses of trusting, naive people in Boquete.

When I was drawn into this and exposed your CTO as incompetent and questioned his identity you denied, lied and then threatened me with a lawsuit. You actually posted in a Yahoo group looking for a lawyer to file a slander suit against me for outing you and your partner.

You cost me money in legal fees in an effort to protect my assets. You cost other people money also. While Ozzie was in his prime and before I exposed him he did work in Valle Escondido. While there he took a computer under false pretenses, it became the movie computer you used in your house. The police took it from you.

While claiming to clean this persons computer of trojans and malware, he planted trojans and malware. It cost money to pay someone else to clean off his work. He also stole her credit card number and used it to purchase porn and usernet access. I know I tracked down the IP address and from where in Alto Boquete on Mobile Net the purchases were made.

Roger this was before I published anything exposing your scam. So don't try to make us feel sorry for Ozzie and you. You were complicit. I wonder if you intend to provide restitution to the people damaged by your deception?

Bob I actually believe Roger should be allowed to share accommodations with Ozzie again. Roger had full knowledge of Fredrick Allen Osburn, who he was, his past and that he left Boquete under the accusation of stealing from Villa Marita. Roger put him into a security business and promoted him as the the guy to come check out houses to be sure they were secure. Ozzie burglarized multiple homes. I am not sure if any of these were houses he cased for CPS, which is Roger, but so what. Roger was complicit in lying, covering and aiding this guy in his endeavors.

Ozzie is in jail in David, why is Roger still in Boquete?

Oh, I agree 100% at the time I wrote that, I thought he had gotten away with it. Harboring a fugitive is a crime. He is no less guilty and there is no way he couldn't have been complicit in Fred's crimes. Also, I heard that Ozzie was in a jail with other gringos; he should be transferred to general population, as a former inmate and pedophile, it would be good for him to get to know Panamanians a little better.

Wow, Lee, your response to this miserable excuse for an apology is incredibly kind and measured. Roger deliberately abetted the crimes of someone whom he knew was a convicted felon (or, as he says, someone who made a mistake, paid his dues, and needed another chance), smeared others who called him out on his deliberate lies, and in most "fair" systems, would be considered an accomplice to the illegal schemes and crimes committed by the "friend" he vouched for, again, while knowingly lying to the community at large. In some societies, Roger would be "shunned." His moral compass is so far off true north I doubt there's any chance at fixing that. His comments that he too was victimized, obviously intended to garner sympathy, have the opposite effect -- it's called Karma but still doesn't wipe the stain of his unforgiveable behavior. I hope he is capable of feeling "shame", but somehow I doubt it.

Both our sons are police officers here in Oregon and I can tell you that Rogers statements are not the statements normal police officers would say. My boys would not hang out with any known perp nor want to abet one. I do not think Roger was ever a police officer. He needs to go down with Ozzie...birds of a feather flock together!
