Do a search on line for U.S. Embassy in Panama City and look for the consular section there. You complete the application on line. Once done you need to schedule an appointment and make a payment for the appointment through one of the banks the list. If the application for visa is disapproved the money is not refunded.

Dennis supplied good info, but if you are from the US or Canada you don't need a visitors visa.
